Children and Young People in Care Strategy

York’s Children and Young People in Care Strategy sets out our collective vision, ambition and aspirations for children in care; that children in care are happy and healthy, safe and protected and supported each step of the way to adult life. It relates to all children and young people in the care of City of York Council including those placed outside the city, care leavers, children placed for adoption, children subject to special guardianship arrangements or child arrangement orders and children on the edge of care. The strategy also incorporates our Corporate Parenting Strategy.

The York Virtual School For Children and Young People in Care

The aim of  the Virtual School is to enhance the life opportunities for children in care by supporting their education and enabling them to achieve the best they can.

Independent Reviewing Officers

Every child in the care of the City of York Council must have an allocated Independent Reviewing Officer (IRO). This is a legal requirement under s.118 of the Adoption and Children Act 2002. An IRO is an experienced Social Worker employed by the Council but independent of Children’s Social Care. Their role is to have oversight of a child’s case and ensure that a child’s interests are protected throughout their time in care.

Children's Rights and Advocacy

The Rights and Advocacy Service is here to help looked after children get their views across; both in relation to decisions about their life as well as the decisions that affect all children and young people in care in York. We want to know what they think about how Children's Services should be run as well as what they want to happen in their life.

York's Guarantee to Children in Care

The Government says that every council should make a set of promises to all it's children and young people in care. This is called a Pledge.
