The two year old funding allows eligible two year old children to access a funded early education place with a childcare provider. This funding is a targeted scheme and is a statutory entitlement to families claiming certain benefits.

Eligibility Criteria
The eligibility criteria is for those families claiming the following benefits which would entitle them to claim free school meals:
Looked after children are also eligible for a funded childcare place as well as two year olds who leave care through adoption orders, child arrangements orders or special guardianship orders.
Two year olds with special educational needs or disabilities who have a current statement of special educational needs, an education, health and care plan or who attract Disability Living Allowance are eligible.
Should a family's circumstances change, they will not lose their funded childcare place.
Please note that there may be children currently attending your setting who may now qualify for a funded childcare place. If you think families may be eligible please advise them to complete an online application form.
Free post application forms are available and you should have received a marketing pack if your setting is registered with Family Information Service (FIS) to offer free childcare places to eligible two-year olds.
Once a family has completed an application form and they are found to be eligible, the family will receive a postal letter explaining their entitlement and attached will be a voucher code document that they will need to present to you, the provider. Once you have received this code, you must enter it onto your headcount on the portal.
The family may have received a letter from the City of York Council confirming their eligibility for a funded childcare place. This letter will NOT contain a voucher code therefore it is essential that you ensure the parent/carer completes a parental declaration form. The parent and child's details MUST then be entered onto the provider portal.
