You Said We Did - Creating the Local Offer

The Local Offer has been produced by children, young people, parents, carers and practitioners working together. Families have been engaged throughout the development of the Local Offer and feedback forms a fundamental part of it's ongoing development.

A student told us that the preparing for adulthood section on the Local Offer was a little confusing. They explained that the money sections, education sections and employment information were all mixed up.

We have now changed the whole section to make it easier for YOU to use. Head over to the Preparing for Adulthood Pages to see the changes and leave us some feedback on our form.

You told us in the survey that you found the site hard to navigate in areas. So... we changed the layout - there is now a simplistic navigation system on the site to make sure that you can find the information you need as quickly as possible. We now have colourful icons on the main page, which leads you to an easier way of finding the information that you need.

Thank you to everybody that shared our Local Offer Survey. Over 160 people completed our survey and gave us some amazing feedback. Feedback ranged from the quality of the content on the site, to navigation and ease of use. Each and every feedback form that was completed has given us something to work on, how we can make things better for you as users, what you want to see that is not already there and the name of the site.

YOU chose to rename The Local Offer - York's Local Offer - What York can offer to children and young people (0-25) with Special Educational Needs and Disabilities. We are now in the process of:

  • Making the site easier to navigate and use, as you told us that it was hard to find some information.
  • Ensuring the language which is used is ‘easy to understand’ and public friendly.
  • Changing the layout of the main page – as you told us there was far too much information on the main page.
  • Enhancing our search box facilities.
  • Reducing some of our text down to bullet points.
  • An area you can go to ‘understand jargon’.

After a meeting with two lovely parents from York's Parent Carer Forum, it was agreed that there was a need for a jargon buster to help parents new into the world of SEND with new language and acronyms. In addition, it would be nice for an easy place for Policies, Documents and Forms that you may need in the EHCP process to be found. Finally, the parents informed us that there is some info on the site that can be hard to understand. These changes are in process now and we would like to thank these parents for taking the time to tell us what they thought.

After a very successful feedback survey was sent out, we have recieved some very constructive feedback about the Local Offer. The biggest being a name change for the site. Due to Local Offer being a statuatory requirement, this must stay in the name however, YOU chose 'York's Local Offer for SEND - What York can offer to children and young people with Special Educational Needs and Disabilities'.

Thank you for your feedback, we have began some huge changes on the site and we can not wait for you to see them.

On Tuesday 26th February, myself (The Local Offer Officer), Alex (Chair of the Parent Carer Forum), Ruben (A parent involved in YADDA) and Susan DeVal (Commissioning Specialist - CCG Vale of York) met with 8 other Local Authorities from across Yorkshire and reviewed the effectiveness of each Local Offer Website. The aim is to use this feedback to improve our Local Offer so that it is informative and easy to use for parent/carers, children young people and professionals. We were paired up with Rotherham Council who reviewed our site. The feedback was:

  • Almost all of the information was easy to find
  • The photos and top tips worked well
  • The films were useful
  • They liked the ‘What has the Local Offer Officer been up to?’ page.

However

  • Some areas of the site were a little too wordy
  • Some documents were hard to find
  • We needed some branding once you were on York’s Local Offer within YorOK.

These issues will be resolved in the very near future.

When attending a parent group on the 21st February, Susan DeVal  (Commissioning Specialist– CCG Vale of York) informed the Local Offer Officer that the health information could be more helpful and needed updating. In light of this, they are working on changing this section of the site. Some changes have already been made, but others are happening in the near future.

The Local Offer Officer (Laura Brown) met with Alex Cowen, the chair of the Parent Carer Forum to discuss the Local Offer and the accessibility of the site. Alex informed us that the site is difficult to use and some information is hard to find. In response to this, the Local Offer Officer is now designing a new main page and gaining regular feedback from young people and parents. This should make it much easier to navigate. The Local Offer Officer sent out an email to everyone working at York City Council asking for their feedback and opinions of the site. All were asked to review information from their services. We received lots of positive and constructive feedback and as a result of one piece of feedback, the Local Offer Officer has met with Ruth Robson, a specialist carer adviser (EHCP) and handed her post cards with Local Offer information on, so that she can distribute these out to the parents that she meets.

They provided useful feedback about how to make the Local Offer site more accessible to public and we were keen to arrange more meetings with parents to ensure that the site is nice and simple to use and find the information which is on offer.

 

We are going to send out a survey regarding the name of the local offer, to see who knows about and uses the site and to take any feedback from parents/public users who may not be able to make the meetings in the future.

We want to make sure that as many people as possible know about and benefit from the service that the Local Offer provides. So, we have sent the Early Years SENCO team with lots of our leaflets to make sure that more people know about the site.

 We agree- this important service should be sign posted better! We have created a link on our main Local Offer Homepage under 'Early Years' to link directly to a Portage Service page. We hope this will make it easier to find the relevant information.

 We have linked with Live Well York- an information and advice community for adults and families. The information and content they hold leads nicely on from all that the Local Offer presents. We have added links on our page where they host relevant information- by doing this we are also reducing duplicated information.

We have been in touch with many providers within the council and external services to see what they offer and we have made sure all of the information is easily accessible on the website without it being too content heavy. We are constantly watching out for new educational/employment programmes for us to share with our community.

 We have developed a Facebook page to connect with the community. Our aim to post a few times a week, sharing events and connecting with other services and also to let the community know when we have have made considerable updates to the website. We are also hoping to use this as another means of retrieving feedback.

 We have created a short video demonstrating how you can locate the website from a simple Google search and this video also goes on to show you how the website works, how the information is split into sections and more details about the sorts of information you will be able to find on the website.

We created a new footer for emails which is attached to all of those connected with the Local Offer email signatures. By doing this we are ensuring the promotion of the Local Offer occurs frequently and effectively.

Building the local offer – Feedback 2016

During 2016 we have conducted a wide ranging consultation process with Parents Carers, young people and professionals to increase the awareness and improve the accessibility of York’s Local Offer.

The key points of our consultation and the action we have or will be taking can be found below

Our consultation included meeting with parents/ carers and professionals at:

  • ADHD parent support group
  • Autism parent support group
  • Lollitots parent support group at Creepy Crawlies
  • Volunteer parent mentors meeting
  • Integrated Services Conference
  • Meeting with one family at home

And sending out a survey through:

  • Visual impairment specialist teaching team’s newsletter
  • YADDA
  • York Carers Centre
  • FIS and the FIS newsletter
  • Hob Moor Oaks newsletter
  • Applefields newsletter

In total the consultation incorporated 25 parents/carers face to face, additional feedback from x5 parents from YIK facebook page, X3 surveys completed, feedback from x6 young people at an advisory group and a large group of parents/ carers and professionals at the Integrated Services Conference.

We have produced a flyer explaining what the Local Offer is and where to find it. This will go out to a number of services: GPs, Health Visitors, the Child Development Centre, Parent Support groups, Schools, Specialist Teachers.

FIS will increase their signposting to the Local Offer though twitter, facebook and over the telephone. They have scheduled the following tweets so far: July – Activities and things to do, August – Support in starting school and in school, September – Short Breaks, October – Childcare for Children with SEND, November – EHCPs, December – SENDiass.

The information listed on groups and activities is regularly reviewed but we acknowledge that information can become outdated quickly, so please let us know if you find something that needs to be changed.

We will link a separate disability sport website run by City of York Council to the Local Offer.

This offers clear, concise and accessible information, available in a number of different formats, on a range of sports and activities available across York.

We agree – this is all really important information.

There is a young people’s section on the YorOK website that answers all of these questions. However, it isn’t linked to the Local Offer.

We will review the front page of the Local Offer and introduce a young people’s tab which will link all this information together.

:#:As a parent first stepping in, needs to be a place, drop in centre, coffee place with changing facilities etc – Library are very happy to do something. You don’t know what you need so you don’t know what to look for – need someone to explain what things are.:#:

We are working on developing a new volunteer role to bring the Local Offer to life and incorporate this idea of a drop in centre. The Volunteer Parent Supporters will speak to parents face to face, or by email and guide parents through the information on the Local Offer.
