Safeguarding and promoting the welfare of children and young people is a key duty and requires effective joint working between agencies and professionals. When a child or young person goes missing or runs away they are at risk.

This protocol has been developed to ensure a consistent approach across all agencies and in response to recent government guidance. It also introduces the new Police definitions of ‘missing’ and ‘absent’ which will apply across North Yorkshire with effect from 1st April 2015.

We aim to draw together all existing protocols and procedures that relate to children who go missing. This will raise awareness and support the effective collaborative response of all the agencies that are involved in the process of improving the safety and outcomes for children, young people and families.

This protocol relates to all children and young people in North Yorkshire who run away and go missing or absent from home or care. This includes children and young people looked after by another Local Authority and placed in a home, care or residential school within North Yorkshire. Additionally, the protocol applies in parts to children and young people looked after by North Yorkshire County Council of City of York Council and placed in home, care or residential school outside of North Yorkshire.

The protocol does not provide for situations where a child has been abducted or forcibly removed from their place of residence. This is a “crime in action” and should be reported to the Police immediately.

This document should be read as guidance, which cannot anticipate every situation. Police, Children’s Social Care staff and foster carers should use their professional judgement to take any action they feel necessary to protect the safety of the child based on an assessment of risk for each individual child.
