Equality and Diversity work within LCCS are described through the Single Equalities Scheme. The single directorate equalities scheme describes how LCCS will meet its equalities duties.
Key elements of the Single Equalities Scheme are:
- Equality Impact Assessments, which identify any discrimination against, or adverse impact on, people within any of the equality strands. Examples of completed equality impact assessments can be downloaded
- Standard Impact Assessments - ‘desktop’ analysis of a service policy, procedure, strategy, or delivery method (download overview presentation).
- Enhanced Impact Assessments - a thorough analysis of a service policy, procedure, strategy, or delivery method
- Directorate Impact Assessments - common issues that have been identified throughout LCCS and Impact Assessments are being undertaken across the whole of LCCS
- Consultation - Consultation with the community, workforce or services user is an essential element of an Equality Impact Assessment
- Priorities and Evidence
- Commissioned or Partner Services
- Completing a Equality Impact Assessment in a Multi-Agency Setting or for a Partnership arrangement
- Training and Support (Equalities Network Group)
Examples of ‘best practice’ from across the directorate have been collated. This library holds examples of good practice, innovative initiatives, behaviours and attitudes of the Children’s Trust workforce in delivering fair and inclusive services.

What is meant by equality and diversity?
Equality can mean lots of different things. For the council it means…
In delivering services…
- making services accessible so every body can use them. This might mean changing back office policies or procedures as well as front line work.
- making services flexible and responsive to the different needs of different people – one size does not fit all, consulting customers and listening to what they are telling us.
- finding out about who isn’t using services and why.
- making sure we hear the views of all sections of the community
- treating all customers with respect and dignity.
In the workplace…
- having a workforce that reflects the diversity of the local population.
- creating a working environment that is accessible and inclusive to all.
- making work a safe and vibrant place, free from harassment and bullying.
- giving everyone an equal chance to progress and fulfill his or her potential at work.
In the community…
- providing services and facilities people need to contribute fully to York’s future.
- helping to build a York where people from different backgrounds, experiences and opportunities live and work well together
